OVERVIEW
Through I Maga’lĺhen Guĺhan’s (the Governor of Guam’s) Executive Order 2007-04, the Guam State Clearinghouse (GSC) has been tasked to provide training opportunities to public-sector employees in the application of federal financial aid; grants management training; consistency review training in federal and local laws, regulations, Executive Order requirements; and, in the assessments related to the effectiveness and performance of existing and continuing grant programs, solicit the expertise and participation of government employees trained and experienced in federal financial assistance, grants management, and related technical activities.
Individuals are encouraged to visit the Catalog of Federal Domestic Assistance (CFDA), which is an online federal resource on grants and grants information. One feature of this site is called Developing And Writing Grant Proposals. It covers such topics as developing and writing a successful grant proposal, development of budgets, goals, and outcomes.

CLEARINGHOUSE TRAINING WORKSHOPS
GSC 101: ETHICS IN PUBLIC SERVICE 8 a.m.-12 p.m.
Facilitator: Dr. Judith P. Guthertz
This workshop introduces participants to generally accepted principles of ethical behavior; presents ethical responsibilities of public servants; and, provides discussion summarizing the consequences of failing to adhere to ethical principles. Emphasis is centered on the role of federal programmatic and fiscal personnel and organizational leadership administering grants and other federal financial assistance.
GSC 201-A: INTRODUCTION TO GRANT WRITING 8 a.m.-5 p.m. THROUGH EFFECTIVE WRITING
Facilitators: Lauriel A. Manibusan MPA, Dr. Richard Wyttenbach-Santos
This introductory seminar will expose participants to various concepts and procedures involved in developing and writing grant proposals. Participants will also examine basic components towards developing a sound grant proposal including: (1) the proposal summary; (2) introduction of organization; (3) the problem statement (or needs assessment); and (4) project objectives.
GSC 201-B: INTRODUCTION TO GRANT WRITING: 8 a.m.-5 p.m.
PROGRAM BUDGET
Facilitators: Roland Villaverde, Jason Tedtaotao MPA
This introductory seminar will expose participants to various concepts and procedures involved in developing and writing grant proposals. Participants will also examine basic components towards developing a sound grant proposal including: (1) project methods or design; (2) project evaluation; (3) future funding; and (4) the project budget. This seminar also introduces participants to basic questions involving total funding obligations, local matching and in-kind support, detail of budget by object category, and existing and future personnel requirements. Participants will also consider concepts and guidelines for developing and reporting financial statements required by the federal and local governments.
GSC 202: PROGRAM FRAMEWORK: LOGIC MODEL 8 a.m. – 5 p.m.
Facilitator: Dr. Zenaida Natividad
This seminar-workshop will expose the participants to the process of developing a program logic model that depicts the linkage among varying components of a proposed project such as program resources, inputs, activities, outputs, audiences, short-, medium- and long-term outcomes. Most federal grants require a logic model for the grant project that applicants seek funding for. The logic models are used by grant application evaluators to determine if the cause-effect relationship between the proposed activities and interventions and the proposed outcome is justifiable for the funding sought for.
GSC 203: EVALUATION PLAN FOR A PROPOSED GRANT 8 a.m. – 5 p.m.
PROJECT
Facilitator: Dr. Zenaida Natividad
This seminar-workshop will expose participants to formative and summative types of evaluation normally required of grant applications. Formative evaluation covers the assessment of effort to accomplish a project before it is actually completed for the purpose of improving the efforts to ensure success of the project. Summative evaluation covers the assessment of the worth of the project after the proposed activities have been completed.
GSC 301: DIRECT AND INDIRECT COSTS; 8 a.m.-5 p.m.
COST-SHARING AND MATCHING CONCEPTS
Facilitators: Manuel Q. Cruz MA, Roland Villaverde
Participants will review existing policies providing policy clarification for incurring direct and indirect costs associated with federal grants, contracts, and other agreements. Participants will also assess the different categories, types, and qualifications of cost sharing that represent the designated portion of allowable project costs not borne by the federal government and which is, at times, a required condition for receiving financial support.
GSC 302: INTERNAL CONTROLS 8 a.m.-5 p.m.
Facilitator(s): TBA
Participants will examine interrelated components of internal controls within organizations including control environment, risk assessment, control activities, information and communication, and monitoring. Emphasis is centered on reliable financial reporting, compliance with applicable laws and regulations, and existing management practices assuring effective and efficient program and financial administration.

Training Materials by Grants.gov are several tools and documents available to help explain and promote Grants.gov within your organization and among your colleagues and constituents. Save them to your desktop for quick reference, print out copies to have on hand, or forward them electronically to your colleagues.
Management Concepts offers a comprehensive federal grants and assistance training curriculum. Their courses focus on government-wide grants requirements and best practices to help federal awarding agencies, pass-through entities, and recipients effectively use scarce federal grant dollars, and include introductory courses on the grants process and application basics to advanced topics like assistance law and performance-based grants.
The Chronicle of Philanthropy is the newspaper of the nonprofit world. Published every other week, it is the No. 1 news source for charity leaders, fund raisers, grant makers, and other people involved in the philanthropic enterprise. The Web site offers the complete contents of the new issue, an archive of articles from the past two years, and more than four years' worth of grant listings.
The Foundation Center Online is a good source of information on assistance available through private foundations nationwide. The Foundation Center is an independent nonprofit information clearinghouse established to foster public understanding of the foundation field by collecting, organizing, analyzing, and disseminating information on foundations, corporate giving, and related subjects.
The Grantsmanship Center, TGCI, offers grantsmanship training and low-cost publications to nonprofit organizations and government agencies. TGCI conducts workshops annually in grantsmanship and proposal writing, and publishes a magazine as well as a proposal-writing guide.
