The Guam State Clearinghouse has been designated as the Single Point of Contact (Governor’s E.O. 2007-04) for federal grants and other financial assistance and is charged with providing state and local input to the appropriate federal agency.  At the state level this task is accomplished by identifying those agencies that should be involved in the planning and development of activities required by Presidential Executive Order 12372, and providing these agencies with the opportunity to evaluate proposals in a timely and effective fashion. In order for the process to remain efficient, there are a few requirements that applicants must comply with:

 

1. Contacting the Clearinghouse to determine whether the proposal requires an intergovernmental or area wide governmental review.

2. Obtaining a State Application Identification (SAI) Number

3. Providing the following notification information in the application for the Clearinghouse:

MINIMUM REQUIREMENTS 

• GSC Notification of Intent to Apply (NOI)(3 pages) ;

▪ OMB Standard Form 424;

• Type, purpose, scope, explanation and justification of proposed activities   (project narrative);

• Budget narrative and/or funding resources (OMB Standard Form 424A);

• Grant budget proposals must include indirect costs;

• All applications must accurately identify cost sharing (matching) funding sources within the NOI;

• All proposals with federally funded employees must apply the prevailing indirect cost rate;

• All grant applications requiring cost sharing (matching) schemes must apply or inquire with the federal agency the application of Title 48 U.S.C. §1469a(d) cost sharing (match) waivers;

• Federal project review assistance;

• Catalog of Federal Domestic Assistance (CFDA) Program number and title;

• DUNS Identification applicable to a federal program;

• All applications must indicate current and proposed number of employees that are federally funded; and

• Submission of a digital copy of the Grant application narrative; and, the original with two (2) copies of the application for reviewing purposes.

4.  GSC Circular 2009-01 requires agencies upon receipt, to submit a copy of their program award and any subsequent document that may affect program and/or funding levels to the Clearinghouse.

 

The Guam State Clearinghouse has implemented an online E-Clearinghouse process that provides an electronic forum for collecting data during the review process. This electronic portal will allow the Clearinghouse and review agency staff  to assign application reviews, view application status, endorse applications, and read other agencies’ comments.  The system will allow transparency in the reviewing process allowing commenting agencies to submit their comments timely expediting the comment and review period. The implementation of the E-Clearinghouse portal will serve as a prototype for other agencies to follow as they move toward web-based automation.
