November 29, 2007 STATE CLEARINGHOUSE SPONSORS DIRECT AND INDIRECT COSTS WORKSHOP FOR GOVERNMENT EMPLOYEES Yesterday, 32 public-sector employees from throughout the government of Guam participated in a workshop entitled, Direct and Indirect Costs; Cost-Sharing and Matching Concepts, which was facilitated by Mr. Manny Cruz and Mr. Roland Villaverde. Mr. Cruz has over 30 years of administrative and financial experience in program management in all levels of local and federal government operations, team building, and negotiation activities with extensive experience in quality assurance and human resources. Mr. Villaverde is currently the Guam State Clearinghouse Administrator who has a wealth of planning, financial, and administrative experience in federal programs within the government of Guam, particularly within major capital improvement projects, health and human services, and public assistance programs sponsored by the United States Department of Agriculture. The Direct and Indirect Costs; Cost-Sharing and Matching Concepts workshop is the fourth and final training workshop recently developed by the Guam State Clearinghouse for fall 2007. This season’s schedule of training workshops was developed in collaboration with various federal programs personnel to help assist other employees throughout the government of Guam with their administration of current and future federal programs. This particular workshop allowed participants to review existing policies, providing policy clarification for incurring direct and indirect costs associated with federal grants, contracts, and other agreements. Participants also assessed the different categories, types, and qualifications of cost-sharing that represent the designated portion of allowable program costs not borne by the federal government. November 8, 2007 GOVERNMENT EMPLOYEES PARTICIPATE IN GRANT WRITING WORKSHOP SPONSORED BY THE STATE CLEARINGHOUSE On November 7, forty seven public-sector employees from throughout the government of Guam participated in an Introduction to Grant Writing through Effective Writing Techniques workshop facilitated by Mrs. Lauriel Manibusan and Dr. Richard Wyttenbach-Santos. Mrs. Manibusan has over 18 years of experience in federal financial programs, business management, strategic planning, and research and instruction within institutions of higher education, public school systems, and private and non-profit organizations. Dr. Wyttenbach-Santos is a retired Professor from the University of Guam and has taught numerous public administration and political science courses, including dozens of effective writing workshops for public-sector personnel. The Introduction to Grant Writing through Effective Writing Techniques workshop is the second in a series of training workshops recently developed by the Guam State Clearinghouse, in collaboration with various federal programs personnel, to help assist other employees throughout the government of Guam with their administration of current and future federal programs. This particular workshop introduced participants to various concepts and procedures involved in developing and writing grant proposals through effective writing techniques. Participants also examined basic components towards developing a sound grant proposal including: (1) the proposal summary; (2) introduction of organization; (3) the problem statement (or needs assessment); and (4) project objectives. October 25, 2007 PUBLIC SECTOR EMPLOYEES PARTICIPATE IN ETHICS WORKSHOP SPONSORED BY CLEARINGHOUSE Yesterday, thirty six public-sector employees from throughout the government of Guam participated in an Ethics in Public Service workshop facilitated by Dr. Judith P. Guthertz. Dr. Guthertz is a former Vice-President and Professor of Public Administration at the University of Guam , and is currently a member of I Liheslaturan Guåhan. The Ethics in Public Service workshop is the first of a series of training workshops recently developed by the Guam State Clearinghouse, in collaboration with various federal programs personnel, to help assist other employees throughout the government of Guam with their administration of current and future federal programs. This particular workshop introduced participants to generally accepted principles of ethical behavior; presented ethical responsibilities of public servants; and, provided discussion summarizing the consequences of failing to adhere to ethical principles. Emphasis was centered on the role of federal programmatic and fiscal personnel and organizational leadership administering grants and other federal financial assistance. October 18, 2007 NOTIFICATION OF INTENT TO APPLY FORM UPDATED; AVAILABLE ON WEBSITE The Guam State Clearinghouse’s Notification of Intent to Apply for Federal Assistance form was recently updated and is now available to all departments, agencies and organizations applying for, or interested in applying for, federal assistance. October 15, 2007 FISCAL YEAR 2007 NEGOTIATED INDIRECT COST AGREEMENT AVAILABLE ON GSC WEBSITE On June 28, 2007, the coordinator of the Indirect Cost Services division of the United States Department of Interior’s National Business Center, Deborah Moberly, transmitted to the government of Guam, the approved Fiscal Year 2007 Negotiated Indirect Cost Agreement. The negotiated rate for Fiscal Year 2007 is 19.87% for the 12 month period ending September 30, 2007. The Guam State Clearinghouse advises all government of Guam grantees to apply the indirect cost rate to their adjusted Fiscal Year 2007 direct costs. Indirect cost charged to grants must be reported within the annual FSR (SF-269) form. Grants with effective periods not coinciding with the government of Guam’s fiscal year must prorate the negotiated indirect cost within the authorized period and may carry forward the prevailing rate until a new indirect cost rate is approved. A copy of the agreement can be viewed here and must be transmitted to the grantor when applying the indirect cost.
October 9, 2007 GOVERNOR AND LT. GOVERNOR ANNOUNCE GUAM STATE CLEARINGHOUSE’S TRAINING SCHEDULE FOR FEDERAL PROGRAMS PERSONNEL Governor Felix Camacho and Lt. Governor Michael Cruz, M.D. are pleased to announce that the Guam State Clearinghouse (GSC) will launch its Training and Outreach Program effective October 2007. The GSC has developed a schedule of training workshops to assist federal programs personnel throughout the Government of Guam with their administration of current and future federal financial assistance programs. These workshops are specifically designed to provide grants management personnel with training in the application of federal financial aid; grants management training; consistency review training in federal and local laws, regulations, Executive Order requirements; and, in assessments related to the effectiveness and performance of various grant programs. Within the past couple of months the GSC invited the participation of different grants management personnel and other individuals trained and experienced in federal financial assistance, grants management, and related technical activities to assist in the development of training workshops. Information collected through a government-wide needs assessment, independent audit reports, and from discussions gathered at the Department of Interior, Office of Insular Affairs’ Federal Programs-Accountability and Audit Conference held in June of this year, provided valuable guidance in developing appropriate and meaningful workshop proposals. The GSC anticipates offering these training workshops on a regular basis in order to meet the needs of current and future federal programs personnel. Today, the GSC issued letters inviting agency directors to coordinate participation from their respective departments as seats will be limited this season allowing for the orderly progression of workshop participants. October 2, 2007 INTERACTIVE FEDERAL PROGRAM INVENTORY ARCHIVE NOW AVAILABLE ON GSC WEBSITE An interactive spreadsheet listing of federal programs is now available on the Guam State Clearinghouse website. The interactive listing contains over 600 federally funded program applications. Grant researchers and the general public are now able to manipulate, sort or query data directly on the spreadsheet. All listed grant applications are filed at the Guam State Clearinghouse and are available towards building the government of Guam ’s capacity in seeking and applying for federal funding opportunities. October 1, 2007 CLEARINGHOUSE IMPLEMENTS REVISED GRANT APPLICATION NUMBERING SYSTEM FOR FY 2008 With the start of Fiscal Year 2008, the Guam State Clearinghouse announces the implementation of a revised numbering system for all grant applications received. The first three digits of the State Application Identification (SAI) number, as assigned by the Clearinghouse, will now be taken from the agency/department number listing provided by the Department of Administration. Also, beginning with the first grant application received in FY 2008, the sequence number contained within the SAI will revert back to #001 and continue sequentially. All agencies, departments and organizations are advised to take note of the aforementioned changes. September 27, 2007 GSC SUBMITS FISCAL YEAR 2007 FOURTH QUARTER FINANCIAL REPORT AND STAFFING PATTERN Today, the Guam State Clearinghouse submitted its financial report and staffing pattern for the fourth quarter of Fiscal Year 2007. Copies of the report and staffing pattern were sent as attachments of a letter delivered to the Office of the Speaker of I Liheslaturan Guåhan and the Office of the Public Auditor. The letter also addressed the fact that the Clearinghouse had no prior years’ obligations. A copy of the letter may be viewed here.
