April 24, 2008 GOVERNOR AND LT. GOVERNOR ANNOUNCE INDIRECT COST TRAINING FOR PUBLIC SECTOR PERSONNEL Today, Governor Felix P. Camacho and Lieutenant Governor Michael W. Cruz, M.D. announced that the Guam State Clearinghouse (GSC) will host a four day course to strengthen Guam’s ability to prepare federal program indirect cost proposals. Indirect costs are general administrative expenses incurred by agencies in support of various federal programs. Mr. Charles Hester, from the United States Department of Agriculture’s Graduate School, Pacific Islands Training Initiative, will facilitate this course entitled: Developing and Negotiating Central Services Cost Allocation Plans and Indirect Cost Rate Proposals; which will be paid by the United States Department of the Interior’s Territorial Technical Assistance Program. Training sessions are scheduled from April 29 thru May 2, 2008, 8:00 a.m. - 12:00 p.m., at the Department of Administration’s training room in Hagåtña. Employees from several agencies have been invited to participate in this seminar including the Bureau of Budget and Management Research, Department of Administration, Guam Public School System, University of Guam, Guam Community College and the Department of Public Works. April 18, 2008 FEDERAL PARTNERS HELP GUAM’S CAPITAL FINANCING NEEDS Governor Felix P. Camacho and Lieutenant Governor Michael W. Cruz, M.D. will host the United States Department of Agriculture (USDA), Farmer’s Credit Administration’s Rural America Group and their financial firm, Morgan Keegan, to discuss ways Guam may creatively fund critical healthcare, education, infrastructure and housing projects. Public and private sector representatives will be present to learn and discuss innovative financing methods in anticipation of Guam’s growing population and military expansion. “These options are important because our current fiscal condition makes it difficult for the local government to obtain conventional financing for healthcare projects and other critical priorities,” said Lieutenant Governor Cruz. “ Guam’s financial challenges should not prevent us from finding creative ways to meet the demands of our growing community.” USDA and Morgan Keegan advisors are also expected to meet with the Guam Memorial Hospital to explore financing options for capital improvement projects including the expansion of Guam’s only civilian hospital. This forum will be held at the University of Guam’s Jesus and Eugenia Leon Guerrero School of Business and Public Administration Building, IT & E Lecture Hall, April 23, from 8 a.m. to 5 p.m.
April 7, 2008 OMB TO RELEASE NEW FEDERAL FINANCIAL REPORT The White House Office of Management and Budget (‘OMB’) is consolidating and replacing four existing financial reporting forms (SF-269, SF-269A, SF-272 and SF-272A) with a new single Federal Financial Report (‘FFR’), to give recipients of grants and cooperative agreements a standard format for reporting the financial status of their awards. OMB published a final request for comments in the December 7 Federal Register on the new Federal Financial Report, including a copy of the proposed form (beginning on page 14 of the PDF). The announcement states that the “FFR standardizes reporting information by providing a pool of data elements from which agencies can choose to use for reporting purposes.” It continues on to say that OMB “recognize(s) that a transition period will be necessary to provide agencies and grantees with time to adapt their processes to the new form and phase out the use of the old ones. When the FFR is approved by OMB, the SF-269, SF-269A, SF-272 and SF-272A may continue to be accepted by agencies until September 30, 2008. Agencies must determine the earliest practical time that their recipients will transition to using the FFR on or before September 30, 2008.” Click here to view the announcement in the Federal Register
February 25, 2008 GSC CIRCULAR 2008-01 CREATES HOSPITAL DEVELOPMENT AND ACCREDITATION WORKING GROUP The Guam State Clearinghouse recently issued Circular 2008-01, which created the Hospital Development and Accreditation Working Group. According to the circular, the purpose of the working group is to assist the Guam Memorial Hospital Authority in the research, review and application of federally funded opportunities, programs and grants that will improve, develop, expand, augment or create new hospital health care facilities and services. The circular requires this working group will also assist the Guam Memorial Hospital Authority towards achieving accreditation from the Joint Commission on the Accreditation of Healthcare Organizations, or JCAHO. February 18, 2008 CLEARINGHOUSE FINALIZING TRAINING & OUTREACH PROGRAM SCHEDULE FOR SPRING 2008 Following the successful implementation of the Guam State Clearinghouse’s (GSC) inaugural Training and Outreach Program last fall, the GSC is currently finalizing its Training and Outreach Program Schedule for spring 2008. The GSC is also in the process of identifying individuals from throughout the Government of Guam, who possess the necessary skills and experience associated with federal programs management, to help facilitate workshops scheduled for this season. The GSC anticipates establishing a pool of facilitators representing multiple areas of expertise including grant writing, program budget, direct and indirect costs, and internal controls. The GSC invites individuals that have the expertise and experience to help facilitate workshops aimed at improving grants management on Guam. November 29, 2007 STATE CLEARINGHOUSE SPONSORS DIRECT AND INDIRECT COSTS WORKSHOP FOR GOVERNMENT EMPLOYEES Yesterday, 32 public-sector employees from throughout the government of Guam participated in a workshop entitled, Direct and Indirect Costs; Cost-Sharing and Matching Concepts, which was facilitated by Mr. Manny Cruz and Mr. Roland Villaverde. Mr. Cruz has over 30 years of administrative and financial experience in program management in all levels of local and federal government operations, team building, and negotiation activities with extensive experience in quality assurance and human resources. Mr. Villaverde is currently the Guam State Clearinghouse Administrator who has a wealth of planning, financial, and administrative experience in federal programs within the government of Guam, particularly within major capital improvement projects, health and human services, and public assistance programs sponsored by the United States Department of Agriculture. The Direct and Indirect Costs; Cost-Sharing and Matching Concepts workshop is the fourth and final training workshop recently developed by the Guam State Clearinghouse for fall 2007. This season’s schedule of training workshops was developed in collaboration with various federal programs personnel to help assist other employees throughout the government of Guam with their administration of current and future federal programs. This particular workshop allowed participants to review existing policies, providing policy clarification for incurring direct and indirect costs associated with federal grants, contracts, and other agreements. Participants also assessed the different categories, types, and qualifications of cost-sharing that represent the designated portion of allowable program costs not borne by the federal government. This workshop was held at the Department of Integrated Services for Individuals with Disabilities’ Conference Room located on the sixth floor of the DNA Building in Hagåtña. November 8, 2007 GOVERNMENT EMPLOYEES PARTICIPATE IN GRANT WRITING WORKSHOP SPONSORED BY THE STATE CLEARINGHOUSE On November 7, forty seven public-sector employees from throughout the government of Guam participated in an Introduction to Grant Writing through Effective Writing Techniques workshop facilitated by Mrs. Lauriel Manibusan and Dr. Richard Wyttenbach-Santos. Mrs. Manibusan has over 18 years of experience in federal financial programs, business management, strategic planning, and research and instruction within institutions of higher education, public school systems, and private and non-profit organizations. Dr. Wyttenbach-Santos is a retired Professor from the University of Guam and has taught numerous public administration and political science courses, including dozens of effective writing workshops for public-sector personnel. The Introduction to Grant Writing through Effective Writing Techniques workshop is the second in a series of training workshops recently developed by the Guam State Clearinghouse, in collaboration with various federal programs personnel, to help assist other employees throughout the government of Guam with their administration of current and future federal programs. This particular workshop introduced participants to various concepts and procedures involved in developing and writing grant proposals through effective writing techniques. Participants also examined basic components towards developing a sound grant proposal including: (1) the proposal summary; (2) introduction of organization; (3) the problem statement (or needs assessment); and (4) project objectives. This workshop was held at the Department of Integrated Services for Individuals with Disabilities’ Conference Room located on the sixth floor of the DNA Building in Hagåtña. October 25, 2007 PUBLIC SECTOR EMPLOYEES PARTICIPATE IN ETHICS WORKSHOP SPONSORED BY CLEARINGHOUSE Yesterday, thirty six public-sector employees from throughout the government of Guam participated in an Ethics in Public Service workshop facilitated by Dr. Judith P. Guthertz. Dr. Guthertz is a former Vice-President and Professor of Public Administration at the University of Guam , and is currently a member of I Liheslaturan Guåhan. The Ethics in Public Service workshop is the first of a series of training workshops recently developed by the Guam State Clearinghouse, in collaboration with various federal programs personnel, to help assist other employees throughout the government of Guam with their administration of current and future federal programs. This particular workshop introduced participants to generally accepted principles of ethical behavior; presented ethical responsibilities of public servants; and, provided discussion summarizing the consequences of failing to adhere to ethical principles. Emphasis was centered on the role of federal programmatic and fiscal personnel and organizational leadership administering grants and other federal financial assistance. This workshop was held at the Department of Integrated Services for Individuals with Disabilities’ Conference Room located on the sixth floor of the DNA Building in Hagåtña.
